Measuring track voltage is a process.
A decent voltmeter is required, preferably a Digital Multimeter. This is a very useful tool for troubleshooting all manner of electrical problems.
As the Digital Command Control signal on the track is neither AC nor DC, it cannot be measured directly. Most DMMs cannot accurately measure at the frequency at which DCC operates using an AC Volts Range.
Using the DC Volts range does not work, as the nature of the DCC signal results in a reading near zero volts.
