There can be many reasons why a locomotive with a DCC decoder will not respond to the throttle.

The most common is the address being used by the throttle is incorrect. Verify the correct address for that decoder and try again.

Another issue: CV19, the Consist Address. If this was set while using Advanced Consisting, the decoder will only acknowledge throttle commands sent to the consist address. Functions may work when using the locomotive address, adding to the confusion.

Clearing CV19 by setting it to zero solves this issue. Not all command stations are 100% successful at clearing the consist address when the consist is broken up. Sometimes, despite following the instructions to clear a consist, CV19 isn't reset in all the previously consisted locomotives.
